คำประกาศเกี่ยวกับความเป็นส่วนตัว (Privacy Notice)
สำนักหอสมุดกลาง มหาวิทยาลัยศิลปากร (ซึ่งต่อไปในประกาศนี้ เรียกว่า สำนักหอสมุดกลาง) ให้ความสำคัญกับสิทธิความเป็นส่วนตัวของผู้ใช้งานเว็บไซต์ lib.su.ac.th ตามพระราชบัญญัติคุ้มครองข้อมูลส่วนบุคคล พ.ศ. 2562 มีวัตถุประสงค์เพื่อให้ข้อมูลส่วนบุคคลของท่านอยู่ในความควบคุมของท่านได้มากขึ้น สำนักหอสมุดกลางขอแจ้งคำประกาศเกี่ยวกับความเป็นส่วนตัวเพื่อคุ้มครองข้อมูลส่วนบุคคลของท่านและแจ้งการดำเนินการเกี่ยวกับการเก็บรวบรวม ใช้ หรือเปิดเผยข้อมูลส่วนบุคคลของท่าน ดังนี้
วัตถุประสงค์ในการเก็บรวบรวมข้อมูลส่วนบุคคล
- ให้บริการต่าง ๆ ที่เป็นสาระสำคัญของเว็บไซต์สำนักหอสมุดกลาง
- ประมวลผลสถิติและวิเคราะห์การใช้งานเว็บไซต์
- ตรวจสอบและรักษาความมั่นคงปลอดภัยของระบบเทคโนโลยีสารสนเทศ
ข้อมูลส่วนบุคคลที่เก็บรวบรวมและใช้
เพื่อวัตถุประสงค์ตามที่ได้แจ้ง สำนักหอสมุดกลางเก็บรวบรวมข้อมูลส่วนบุคคลของท่านดังรายการต่อไปนี้
สำนักหอสมุดกลางมีจุดประสงค์การใช้งานข้อมูลส่วนบุคคลที่เก็บรวบรวมดังรายการต่อไปนี้
ระยะเวลาในการเก็บรักษาข้อมูลส่วนบุคคล
ทั้งนี้ เมื่อพ้นระยะเวลาดังกล่าวสำนักหอสมุดกลางจะทำการ:
- ลบ ทำลายเมื่อหมดความจำเป็นในการใช้ข้อมูลส่วนบุคคลนั้น หรือ
- ทำให้ข้อมูลส่วนบุคคลของท่านไม่สามารถระบุตัวตนได้เพื่อการใช้ประโยชน์ด้านอื่น เช่น การวิเคราะห์ทางสถิติ การปรับปรุงประสิทธิภาพการทำงาน หรือประโยชน์สาธารณะที่สำคัญ
การส่งหรือโอนข้อมูลส่วนบุคคลของท่านไปยังต่างประเทศ
สำนักหอสมุดกลางดำเนินการจัดหาระบบเทคโนโลยีสารสนเทศและทรัพยากรสารสนเทศเพื่อให้บริการและอำนวยความสะดวกแก่ผู้ใช้บริการ เช่น ฐานข้อมูลต่าง ๆ OpenAthens ซึ่งเป็นระบบลงชื่อเข้าใช้เพียงครั้งเดียวเพื่อเข้าถึงทรัพยากรสารสนเทศอิเล็กทรอนิกส์ ดังนั้น อาจมีการส่งหรือโอนข้อมูลส่วนบุคคลของท่านตามรายการเก็บรวบรวมข้อมูลส่วนบุคคลไปยังต่างประเทศเพื่อใช้ในการยืนยันตัวตน การประมวลผลสถิติและวิเคราะห์การใช้งานระบบ โดยสำนักหอสมุดกลางได้ดำเนินการตามหลักเกณฑ์การให้ความคุ้มครองข้อมูลส่วนบุคคลที่ส่งหรือโอนไปยังต่างประเทศที่คณะกรรมการคุ้มครองข้อมูลส่วนบุคคลประกาศกำหนด
การรักษาความมั่นคงปลอดภัยข้อมูลส่วนบุคคล
สำนักหอสมุดกลางมีมาตรการในการรักษาความมั่นคงปลอดภัยข้อมูลส่วนบุคคลของท่านอย่างเหมาะสม ทั้งในเชิงเทคนิคและการบริหารจัดการ เพื่อป้องกันมิให้ข้อมูลสูญหาย หรือมีการเข้าถึง ทำลาย ใช้ เปลี่ยนแปลง แก้ไข หรือเปิดเผยข้อมูลส่วนบุคคลโดยไม่ได้รับอนุญาต ซึ่งสอดคล้องกับนโยบายและแนวปฏิบัติด้านความมั่นคงปลอดภัยสารสนเทศ (Information Security Policy) ของมหาวิทยาลัยศิลปากร นอกจากนี้ สำนักหอสมุดกลางได้กำหนดให้มีนโยบายการคุ้มครองข้อมูลส่วนบุคคลขึ้นโดยประกาศให้ทราบกันโดยทั่วทั้งองค์กร พร้อมแนวทางปฏิบัติเพื่อให้เกิดความมั่นคงปลอดภัยในการเก็บรวบรวม ใช้ และเปิดเผยข้อมูลส่วนบุคคล โดยธำรงไว้ซึ่งความเป็นความลับ (Confidentiality) ความถูกต้องครบถ้วน (Integrity) และสภาพพร้อมใช้งาน (Availability) ของข้อมูลส่วนบุคคล โดยสำนักหอสมุดกลางได้จัดให้มีการทบทวนนโยบายดังกล่าวรวมถึงประกาศนี้ในระยะเวลาตามที่เหมาะสม ความรับผิดชอบของบุคคลซึ่งประมวลผลข้อมูลส่วนบุคคล สำนักหอสมุดกลางได้กำหนดให้เจ้าหน้าที่เฉพาะผู้ที่มีอำนาจหน้าที่เกี่ยวข้องในการจัดเก็บรวบรวม ใช้ และเปิดเผยข้อมูลส่วนบุคคลของกิจกรรมการประมวลผลนี้เท่านั้นที่จะสามารถเข้าถึงข้อมูลส่วนบุคคลของท่านได้ โดยจะดำเนินการให้เจ้าหน้าที่ปฏิบัติตามประกาศนี้อย่างเคร่งครัด
การเปลี่ยนแปลงแก้ไขคำประกาศเกี่ยวกับความเป็นส่วนตัว
ในการปรับปรุงหรือเปลี่ยนแปลงประกาศนี้ สำนักหอสมุดกลางอาจพิจารณาแก้ไขเปลี่ยนแปลงตามที่เห็นสมควร และจะทำการแจ้งให้ท่านทราบผ่านช่องทางเว็บไซต์ โดยมีวันที่ของเวอร์ชั่นล่าสุดกำกับอยู่ตอนท้าย อย่างไรก็ดี สำนักหอสมุดกลางแนะนำให้ท่านโปรดตรวจสอบเพื่อรับทราบประกาศฉบับใหม่อย่างสม่ำเสมอ โดยเฉพาะก่อนที่ท่านจะเปิดเผยข้อมูลส่วนบุคคลสำหรับการดำเนินงานของสำนักหอสมุดกลาง โดยในการใช้บริการภายใต้กิจกรรมการประมวลผลนี้ของท่าน ถือเป็นการรับทราบตามข้อตกลงในประกาศนี้ ทั้งนี้ โปรดหยุดการใช้งานหากท่านไม่เห็นด้วยกับข้อตกลงในประกาศฉบับนี้ หากท่านยังคงใช้งานต่อไปภายหลังจากที่ประกาศนี้มีการแก้ไขและนำขึ้นประกาศในช่องทางข้างต้นแล้ว จะถือว่าท่านได้รับทราบการเปลี่ยนแปลงดังกล่าวแล้ว

The Central Library, Silpakorn University (hereinafter referred to as the Central Library) pays attention to the privacy rights of users of the website in accordance with the Personal Data Protection Act B.E. 2562 (2019). The Central Library offers a range of information technology systems and resources to effectively serve and assist users, e.g., OpenAthens, which is a one-time sign-in system to access electronic information resources; thus, your personal information may be transmitted or transferred abroad in accordance with the personal information collection list for the purpose of identity verification, statistical processing, and system usage analysis. The Central Library adopts the criteria outlined by the Personal Data Protection Act (PDPA) committee for safeguarding personal information transmitted or transferred abroad.
Personal Information Security
The Central Library has implemented stringent measures to ensure the secure handling of your personal information, employing both technical and administrative safeguards to prevent risks of data loss, unauthorised access, data destruction, misuse, alteration, correction, or disclosure of personal information. This is consistent with the Information Security Policy of Silpakorn University. In addition, the Central Library has instituted a privacy policy that has been disseminated organisation-wide which provides guidelines for ensuring the security of personal information, encompassing its collection, utilisation, and disclosure, with a strong emphasis on maintaining the confidentiality, integrity, and availability of such data. The Central Library has conducted a review of these policies, including this announcement within a reasonable timeframe, while also elucidating the responsibilities associated with the individual tasked with processing personal data. The Central Library mandates that access to your personal information in the context of this activity is restricted only to authorised officers with the requisite authority for collecting, utilising, and disclosing such information. The Central Library requests that officials strictly adhere to this notice.

For any updates or changes of this announcement, the Central Library reserves the right to make changes as it deems necessary and will inform you through the website. The date of the latest version is labeled at the end of the section. However, the Central Library strongly advises you to regularly check for the latest announcements especially before you disclose personal information for the operation of the Central Library. By using the service in relation to processing personal data, you are acknowledged by the terms of this notice.
